Preheat oven to 400°F (200°C).

In a food processor, combine room temperature goat cheese, cream cheese, parmesan, 2 tablespoons of olive oil, and a pinch of freshly ground pepper. Puree until smooth and creamy.

Brush the inside of a 1-quart baking dish with a little olive oil. Spoon the cheese mixture into the dish, mounding it slightly around the edges to create a well in the center.

While the dip bakes, prepare the topping. In a medium bowl, combine the quartered cocktail tomatoes, chopped fresh chives, balsamic vinegar, finely chopped garlic, remaining 2 tablespoons of olive oil, and about a half teaspoon of kosher salt. Toss gently.

Carefully remove the hot dip from the oven. Let it cool for a minute, then spoon the tomato mixture directly onto the center of the warm dip.
