Place the potatoes in a large pot and cover with water by 1 inch. Season with 1 tablespoon of the salt. Bring to a simmer and cook until the potatoes can be easily pierced with a paring knife, 15 to ⏱️ 18 minutes. Drain. When cool enough to handle, slice the potatoes into ¼-inch-thick rounds. Return the potatoes to the pot and cover to keep warm.

In a large skillet, cook the bacon over medium heat, stirring occasionally, until crisp, 5 to ⏱️ 7 minutes. Transfer to a paper towel–lined plate.

Add the onion and 1 teaspoon salt to the drippings in the skillet and cook over medium heat, stirring frequently, until lightly browned, about ⏱️ 5 minutes. Reduce the heat to low and add the vinegar, mustard, sugar, and pepper. Bring to a simmer and remove from the heat.

Fold in the potatoes, bacon, and the remaining 1 teaspoon salt, making sure the potatoes are well coated. Gently fold in the parsley and chives. Serve warm, at room temperature, or chilled.
