Position a rack in the lowest position of the oven and preheat to 350 ̊. For the crust: Whisk together the flour, salt and 1/3 cup sugar in a large bowl. Add the melted butter and stir until a dough forms. Using your hands, press the dough into a 10-inch fluted tart pan with a removable bottom, pressing it into the bottom and all the way up the sides to just beyond the lip. Keep pressing until the dough is very thin on the bottom and about 1/4 inch thick around the edge. Gently prick the bottom 10 to 15 times with a fork.

Set a wire rack on a baking sheet. Place the tart pan on the rack and bake on the lowest oven rack until the crust is deep golden brown and firm to the touch, 25 to ⏱️ 30 minutes. Set aside to cool for at least ⏱️ 1 hour, then set the pan on a large plate.

Meanwhile, for the filling: Combine the heavy cream, 1 cup milk and the remaining 1/3 cup sugar in a small saucepan. Scrape the vanilla bean seeds from the pod and add them to the cream mixture along with the vanilla pod. Heat over medium heat, stirring occasionally, until the mixture begins to simmer and the sugar is dissolved, about ⏱️ 5 minutes. Remove from the heat.

Meanwhile, pour the remaining 1/4 cup milk into a small bowl and sprinkle the gelatin over the milk. Let sit for ⏱️ 5 minutes. Add the gelatin mixture to the hot cream mixture and stir to dissolve the gelatin. Transfer to a pitcher (this will make it easier to pour) and let cool for ⏱️ 30 minutes.

Remove the vanilla pod from the cream mixture and pour into the crust. Carefully transfer the tart to the refrigerator. Chill, uncovered, until set, at least ⏱️ 4 hours and up to overnight.
