Preheat oven to 425°F. Set a wire rack in a rimmed baking sheet; lightly grease rack. Stir together sour cream, parsley, garlic, and lemon zest in a bowl.

Season both sides of fish with salt and pepper. Arrange fish on prepared rack. Spread sour cream mixture on top of fish, dividing evenly. Top with chips, dividing evenly, pressing lightly to adhere. Bake until chips are golden brown and fish flakes easily with a fork, 18 to ⏱️ 20 minutes.

Garnish with parsley and serve with lemon wedges.
