In a large nonstick skillet, warm the olive oil over medium-high heat. Add the beef and onion; sauté, breaking the beef up into small crumbles and cook until no pink remains and onion is soft, about ⏱️ 3 minutes. Drain off the grease.

Add in the garlic and cook until fragrant, about ⏱️ 20 seconds. Stir in the salt, pepper, and paprika.

Add uncooked rice, raisins, tomato sauce, broth, and cabbage to the skillet; mix to combine. Bring to a boil.

Once boiling, reduce heat to a gentle simmer. Cover and cook for about 22 to ⏱️ 25 minutes, lifting the lid a couple times toward the end to give it a quick stir, until cabbage and rice are tender.

Serve in bowls with a dollop of sour cream and a sprinkle of chopped fresh parsley.
