For the chocolate whipped cream: In a large bowl, combine the heavy cream, confectioner's sugar, and cocoa powder. Using an electric mixer, beat on medium-high speed until stiff peaks form, 2 to ⏱️ 4 minutes. Cover and refrigerate until ready to use.

For the chocolate milkshake: Place 2 (12-ounce) footed milkshake glasses in the freezer to chill for ⏱️ 15 minutes before serving.

To a countertop blender, add the ice cream, chocolate milk, and chocolate syrup. Blend until very smooth.

Drizzle the insides of the chilled glasses with chocolate syrup.
