Preheat oven to 350°F. Line 2 baking sheets with parchment paper. Whisk together flour, cream of tartar, baking soda, salt, and 2 teaspoons cinnamon.

Beat butter, brown sugar, and 1 cup granulated sugar with an electric mixer on medium speed until light and fluffy, 1 to ⏱️ 2 minutes. Beat in eggs, 1 at a time, beating until incorporated after each addition. Beat in vanilla. Reduce mixer speed to low and gradually add flour mixture, beating just until incorporated.

Combine remaining 1/4 cup sugar and teaspoon cinnamon in a bowl. Roll dough into 1 3/4-inch balls (about 2 tablespoons each). Roll balls in sugar mixture and place 2 inches apart on prepared baking sheets.

Bake until lightly brown, 10 to ⏱️ 12 minutes. Transfer to a wire rack to cool.
