Remove peel and pith from oranges and grapefruit; cut fruit in half horizontally.

Cook sugar in a large skillet over medium-low heat, without stirring, until golden brown, tilting pan as necessary to incorporate dark brown spots, 8 to ⏱️ 10 minutes. Remove from heat, and gradually add 1/3 cup warm water (sauce will separate but will come together again as it cooks).

Return to heat. Add rosemary and citrus, cut sides down. Cook, stirring and basting with syrup occasionally, just until fruit starts to soften, 9 to ⏱️ 10 minutes. Discard rosemary. Serve over yogurt topped with pistachios and cookies alongside.
