Preheat the oven to 425°F. Butter an 8-inch square baking dish.

Add the rice, beef consomme, French onion soup, and pepper to the prepared baking dish and stir to combine. Dot with the butter and cover tightly with foil.

Bake, covered, for ⏱️ 30 minutes. Uncover and bake until the rice is tender, about ⏱️ 30 minutes more. Squeeze the lemon over the rice, if you like. Fluff with a fork and sprinkle with the chives before serving.
