Cook the couscous according to the package directions. Meanwhile, prepare the fish: Pat the cod dry and sprinkle with 1 teaspoon salt and ½ teaspoon pepper.

Melt 2 tablespoons butter in a large Dutch oven over medium heat. Add the leeks, chard stalks, ½ teaspoon salt, and ¼ teaspoon pepper. Cook, stirring, until the vegetables begin to soften, 3 to ⏱️ 5 minutes. Add the oregano and 3 garlic cloves and cook until fragrant, ⏱️ 1 minute.

Add the wine, bring to a boil and cook, stirring frequently, until reduced by half, about ⏱️ 1 minute. Stir in the chicken broth and bring to a boil, then reduce to a simmer. Stir in the chard leaves, a handful at a time, season with ½ teaspoon salt and cook until wilted, about ⏱️ 2 minutes. Stir in the vinegar.

Arrange the cod, skinned-side down, in a single layer on top of the greens. Cover and simmer over low heat until the fish is opaque and flakes easily with a fork, 6 to ⏱️ 8 minutes.

Combine the parsley, orange zest, the remaining ¼ teaspoon each salt and pepper, and the remaining garlic clove in a bowl.

Stir the remaining 2 tablespoons butter into the couscous. Fold in ¼ cup of the parsley–orange zest mixture. Serve the cod over the chard mixture and couscous and top with the remaining parsley–orange zest mixture.
