Place all ingredients except the oil in a large bowl and mix together.

Heat 2 teaspoons of the vegetable oil in a 10-inch nonstick skillet over medium heat. Pat 1/4 cup of the potato mixture into a 3-inch pancake and place into the hot pan, 3 pancakes at a time.

Cook until golden -- about ⏱️ 5 minutes. Flip the pancakes and continue to cook until golden brown -- about 3 more minutes. Repeat until all of the mixture is cooked. Serve warm.
