Warm the olive oil in a large paella or cast-iron pan set over medium heat. Add the garlic, fennel, shallots and a pinch of salt. Cook for ⏱️ 10 minutes, stirring frequently, until softened and glossy.

Add the tomatoes and cook for ⏱️ 5 minutes until just softened.

Stir in the rice and cook for ⏱️ 2 minutes, stirring frequently, until gently toasted.

Add the paprika, saffron, cannellini beans, vegetable stock and a pinch of salt. Stir to combine and scatter the green beans over the top. Simmer for ⏱️ 15 minutes, without stirring, until all the liquid is absorbed and the green beans are tender.

Remove the pan from the heat and let it stand for ⏱️ 5 minutes. Season to tase and scatter over the reserved fennel fronds. Place the lemon wedges on top or pop them into a bowl. Serve at the table for everyone to help themselves to.
