Add the beans to your slow cooker.

Heat the oil in a medium saucepan over medium heat, and add the onions and peppers. Saute for about ⏱️ 3-5 minutes; then add the garlic, tomatoes, chili powder and cumin and saute for another ⏱️ 1-2 minutes.
