For the simple syrup: In a small saucepan over medium heat, whisk together the sugar and 1 cup water. Cook, stirring occasionally, until the sugar is completely dissolved (the syrup should be clear, not cloudy), 2 to ⏱️ 3 minutes. Remove from the heat and transfer to a heatproof container. Let cool completely, about ⏱️ 1 hour on the counter or ⏱️ 30 minutes in the refrigerator. Store in an airtight container in the refrigerator until ready to use.

For the cocktail: Place the gold sanding sugar in a shallow dish. Run the lime wedge around the rims of 2 coupe or martini glasses, then dip the rims into the sanding sugar, turning to coat; chill until ready to serve.

To make the garnish, slice the honeydew into ⅛-inch-thick slices. Use a small heart-shaped cookie cutter (about 1 inch) to cut out 8 hearts. Thread 2 hearts onto a toothpick or cocktail pick so the bottom points meet. Repeat with the remaining hearts on 3 more toothpicks.

Fill a cocktail shaker halfway with ice. Add the melon liqueur, vodka, lime juice, and 1 ounce simple syrup (reserve the remaining syrup for another use). Cover and shake vigorously until cold, 10 to ⏱️ 20 seconds. Strain between the prepared glasses and top each with a splash of sparkling water.

To garnish the drinks, rest one pick horizontally across the rim of each glass. Place a second pick upright so it is perpendicular to the horizontal pick, aligning the heart points in the center to create a four-leaf clover.
