Preheat oven to 400°F. Lightly coat a sheet pan with cooking spray. Combine chicken, scallions, egg, breadcrumbs, garlic, sesame oil, and soy sauce in a bowl. Season with pepper. Form the mixture into 10 meatballs and place on prepared pan. Lightly grease meatballs with cooking spray. Bake until cooked through, 18 to ⏱️ 20 minutes.

Meanwhile, make sauce: Whisk together cornstarch and 2 teaspoons water in a large saucepan. Whisk in stock, honey, soy sauce, garlic, ginger, vinegar, honey, and sesame oil. Cook over medium-low heat, whisking, until mixture bubbles and begins to thicken, 1 to ⏱️ 2 minutes. Remove from heat. Add meatballs and toss to coat. Serve over rice, garnished with scallions and sesame seeds.
