Make the Red Velvet Cake: Preheat oven to 350°F. Butter and flour two 9-inch heart pans. Whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt in a bowl. In a second bowl, whisk together eggs, oil, vanilla, milk, and food coloring. Add wet ingredients to the dry ingredients and beat with an electric mixer on medium speed until combined, 1 to ⏱️ 2 minutes. Stir in vinegar.

Transfer batter to prepared pan, dividing evenly. Bake until cakes are golden brown and a toothpick inserted in the center comes out clean, 23 to ⏱️ 25 minutes. Cool in pans for ⏱️ 10 minutes, then transfer to a wire rack to cool completely.

Make the buttercream: Beat butter and cream cheese with an electric mixer on medium speed until light and creamy, 1 to ⏱️ 2 minutes. Beat in vanilla and cream, scraping down sides as necessary, until combined, about ⏱️ 1 minute. Add half of confectioners’ sugar and mix until combined. Add remaining confectioners’ sugar and beat until combined, about ⏱️ 1 minute.

Remove domed cake tops with a serrated knife, if desired. Place one cake layer on a cake stand or plate and top with 1 cup frosting, spreading to the edges. Repeat with second. Frost sides of cake. Garnish with sprinkles.
