Set aside 1/2 cup leeks. Melt butter in a medium pot over medium heat. Add garlic and remaining leeks. Season with salt and pepper. Cook, stirring occasionally, until leeks are tender, 6 to ⏱️ 8 minutes. Add stock, potatoes, thyme, and bay leaf. Bring to a boil, then reduce heat and simmer, stirring occasionally, until potatoes are tender, 12 to ⏱️ 14 minutes. Discard bay leaf. Puree soup, in batches, in a blender until smooth. (You can also use a stick blender directly in the pot.) Stir in half-and-half. Season with salt and pepper.

Heat oil in a small saucepan over medium-high heat. Fry reserved leeks, in two batches, stirring occasionally, until golden brown, 2 to ⏱️ 3 minutes. Transfer to a paper towel-lined plate. Serve soup garnished with thyme and fried leeks.
