Bring a large pot of water to a boil. Fill a large bowl with ice water. Using a slotted spoon, gently lower the eggs into the boiling water. Reduce the heat, cover, and simmer for ⏱️ 10 minutes. Transfer the eggs with the slotted spoon to the bowl of ice water; let cool completely, about ⏱️ 10 minutes.

While the eggs cool, heat the olive oil in a medium skillet over medium heat. Add the mini pepperoni and cook until crisp, about ⏱️ 2 minutes. Use a slotted spoon to transfer the pepperoni to a paper towel-lined plate.

Peel the eggs, cut them in half lengthwise, and scoop out the yolks, placing them in a medium bowl. Add the mayonnaise, parmesan, dijon, tomato paste, vinegar, Italian seasoning, garlic powder, salt, and red pepper flakes. Mash with a fork until smooth.

Scoop the filling into a zip-top bag with the corner snipped off and pipe it into the egg whites. Top each egg with 2 or 3 mini pepperoni.
