Preheat oven to 400°F. Line a baking sheet with parchment paper.

Pulse flour, pecans, baking powder, sugar, salt, and baking soda in a food processor until combined, 8 to 10 times. Add butter and pulse until mixture is crumbly, with a few pea-size pieces of butter remaining, 10 to 12 times. Transfer mixture to a bowl. Add milk and stir with a fork until a shaggy dough forms.

Turn dough out onto a lightly floured surface and pat into a 1" thick circle. Cut into 16 biscuits, using a 2" round cookie cutter and re-rolling scraps if necessary; transfer to prepared baking sheet. Brush tops with milk. Bake until golden brown, 15 to ⏱️ 20 minutes. Let cool slightly.
