Combine maple syrup, butter, chili powder, garlic powder, and vinegar in a bowl. Season with salt and pepper. Toss together wings and half of marinade in a bowl. Refrigerate ⏱️ 1 hour.

Preheat oven to 425°F with racks in the middle and upper positions. Line a rimmed baking sheet with foil and lightly grease. Spread wings in a single layer on prepared baking sheet. Bake on the middle rack until cooked through, 30 to ⏱️ 35 minutes.

Switch oven to broil. Glaze wings with remaining marinade and broil, on the top rack, until starting to brown, 1 to ⏱️ 2 minutes. Serve garnished with chives.
