Trim and slice vegetables as desired. Place vegetables in a heat-proof bowl or 2-quart glass jar with a tight-fitting lid.

Combine vinegar, sugar, salt, garlic, bay leaf, fennel and mustard seeds, peppercorns, red pepper flakes, and 2 cups water in a medium saucepan. Cook over medium heat, stirring occasionally, until sugar and salt are dissolved and mixture is hot, 1 to ⏱️ 2 minutes; pour over vegetables.

Let stand until cool, about ⏱️ 1 hour. Cover and chill at least ⏱️ 24 hours.
