To make the pie crust:

Preheat oven 375 degrees. Roll dough to about 1/8-inch thickness (about a 12-inch circle for a 9-inch pie plate). Line with foil or parchment and fill with pie weights or dried beans.

In a saucepan over medium heat, whisk together water, sugar, lemon juice, lemon zest, cornstarch, and salt. Cook, whisking constantly, until the mixture thickens, turns translucent, and begins to bubble.

In a medium bowl, whisk egg yolks until smooth. Gradually whisk about ½ cup of the hot lemon mixture into the yolks to temper them. Slowly whisk the tempered yolk mixture back into the saucepan.

Return to a gentle simmer and cook, whisking constantly, until thickened again, about ⏱️ 1 minute. Remove from heat, whisk in butter, and pour into warm crust.

Adjust an oven rack to the middle position and preheat to 325 degrees. Heat sugar and water until syrupy (about 235 degrees).

In a clean bowl of a standing mixer fit with the whisk attachment, beat egg whites, cream of tartar, and salt on medium-low speed until foamy. Increase speed and beat until soft peaks form.

With the mixer running, slowly drizzle the warm syrup into the egg whites. Add vanilla and continue beating until the meringue is thick, glossy, and holds firm peaks.

Spread meringue over warm filling, sealing edges. Bake until lightly browned, about 12 to ⏱️ 15 minutes. Cool at room temperature for ⏱️ 1 hour, then refrigerate until fully chilled before slicing.
