In a small saucepan over medium-high heat, bring sugar and water to a boil. Cook until slightly thickened and syrupy (about 235 degrees). Remove from heat and keep warm.

In a clean bowl of a standing mixer fit with the whisk attachment, beat egg whites, cream of tartar, and salt on medium-low speed until foamy. Increase speed and beat until soft peaks form.

With the mixer running, slowly drizzle the warm syrup into the egg whites. Add vanilla and continue beating until the meringue is thick, glossy, and holds firm peaks.
