Preheat oven to 250°F. Process basil in a blender until finely chopped, 5 to ⏱️ 10 seconds. Add salt and blend until incorporated, stopping to scrape down sides as needed, about ⏱️ 15 seconds. Spread in an even layer on a small rimmed baking sheet. Bake until dry, 18 to ⏱️ 20 minutes. Cool completely. (Salt can be stored in an airtight container up to 3 months.)

Heat grill to high. Thread watermelon and Halloumi on 10 (6-inch) skewers. Season watermelon with basil salt and everything with pepper. Grill, turning occasionally, just until grill marks appear, 2 to ⏱️ 3 minutes. Garnish with basil.
