Preheat your oven to 325 degrees. Prepare a greased and floured 9x13 inch pan.

Sift together the flour, salt, and baking soda. In a large bowl, creamtogether 1 cup of butter and 2 cups of brown sugar.

Add in two eggs and mix well. Add vanilla. Slowly add in the flour,baking soda, and salt.

Place 3 cups of oats into a food processor and process 4 or 5 times.Stir the oats into the cookie dough.

In a small pot over low heat, melt together the chocolate, sweetenedcondensed milk, and 2 tablespoons butter. Set 1/3 of the cookie dough to theside - this will be the topping for the cookies.

Pat the remaining dough evenly into the pan. Place the chocolate on topof the cookie dough and spread it almost all of the way to the edge. Sprinklethe set-aside cookie dough on top of the chocolate.

Bake for ⏱️ 30 - 35 minutes or until the topping is light brown.Allow the cookies to cool in the pan before cutting.
