Stir together yogurt, chives, lemon zest and juice, and cumin in a bowl. Season with salt and pepper.

Whisk together flour, baking powder, salt, black pepper, and cayenne pepper in a separate bowl. Whisk together eggs and milk in a measuring cup. Add wet ingredients to dry ingredients and whisk to combine. Add corn, cilantro, and bacon and stir to combine.

Heat a cast-iron griddle over medium-high heat. Lightly grease griddle. Drop batter, by 1/4 cupfuls, onto griddle. Cook, turning once, until golden brown and cooked through, 3 to ⏱️ 5 minutes. Serve with sauce alongside.
