Make the cupcakes: Preheat oven to 350°F. Line two 12-cup muffin pans with paper liners. Whisk together flour, sugar, baking powder, baking soda, and salt in a bowl.

Beat oil, eggs, vanilla, and buttermilk on medium speed with an electric mixer until combined, about ⏱️ 1 minute. Add flour mixture and beat until combined, 1 to ⏱️ 2 minutes. Stir in food coloring. Spoon batter into prepared pans, filling each cup about two-thirds full.

Bake, until a toothpick inserted into the center of a cupcake comes out clean, 16 to ⏱️ 18 minutes. Cool in pans on a wire rack, ⏱️ 15 minutes, then transfer to rack to cool completely.

Make the buttercream and decorate: Beat butter on medium speed with an electric mixer until light and creamy, 1 to ⏱️ 2 minutes. Beat in milk, vanilla, and 2 cups confectioners’ sugar. Add remaining 2 cups confectioners’ sugar and beat until combined. Beat in food coloring, adding as much as you like to achieve desired color. Frost cupcakes.

Stir together chocolate and food coloring in a bowl. Transfer to a zip-top plastic bag with a small hole cut in one corner or a squeeze bottle. Add candy googly eyes. Use chocolate to draw mouth, eyebrows, and a scar on one cheek. Add sprinkles for hair. Add chocolate chips, point sides in, to the sides of each cupcake for the bolts.
