For the chocolate decorations: Line a baking sheet with parchment paper. Using a teacup or the mug you plan to serve in, trace 6 circles slightly larger than the rim. Flip the paper so the circles show through the back.

In a pot, bring 2 inches of water to a simmer. Place a heatproof bowl over (but not in) the simmering water. Add the semisweet chocolate chips and allow to melt, stirring occasionally, 4 to ⏱️ 5 minutes.

Place the melted chocolate in a pastry bag and snip off a tiny hole at the tip. Pipe lacy chocolate designs onto the prepared baking sheets. Allow the designs to set, ⏱️ 1 hour at room temperature or 5 to ⏱️ 7 minutes in the refrigerator.

For the hot chocolate: In a small saucepan, combine the milk and half-and-half. Warm over medium-low heat, then stir in the bittersweet and semisweet chocolate chips, sugar, and vanilla, heating until melted and combined. Transfer the mixture to a teapot.

To serve: Place a lacy chocolate piece over each teacup and pour over the hot chocolate. When the chocolate has melted into the cup, top with the whipped cream and enjoy.
