Preheat the oven to 350˚F and line 2 baking sheets with parchment paper.

In a medium microwave-safe bowl, melt 1 1/2 cups of the chocolate chips in the microwave, stirring every ⏱️ 15 seconds, until smooth and melted, about ⏱️ 1 minute. Set aside to cool slightly.

In a stand mixer fitted with a whisk attachment, beat the egg whites, vanilla, cream of tartar, and kosher salt on medium speed until the mixture is frothy and soft peaks form, about ⏱️ 1 minute. With the mixer running, gradually add the sugar, 1 tablespoon at a time, waiting about ⏱️ 15 seconds between each addition. Once all of the sugar has been added, beat until the egg whites are glossy and stiff but not dry, about an additional ⏱️ 5 minutes.

Add one-third of the meringue to the bowl of melted chocolate, stirring to combine; the chocolate will initially clump and become grainy, but continue to stir and it will come together. Using a rubber spatula, gently fold the chocolate mixture into the rest of the meringue until no streaks remain. Fold in the pecans and remaining 1/2 cup chocolate chips.

Drop heaping tablespoonfuls of the meringue on the baking sheets, spacing them about 1 inch apart.

Bake until the cookies appear dry on the outside but are still soft when gently pressed, 12 to ⏱️ 14 minutes. Let cool for ⏱️ 10 minutes on the baking sheets, then transfer to a wire rack to cool completely.
