Position an oven rack about 6 inches from the heat source and preheat the broiler. Line a baking sheet with foil. Combine the garlic powder, 1 tablespoon mustard, the zest of 1 lemon, 1 teaspoon salt and ½ teaspoon pepper in a small bowl. Place the salmon on the prepared baking sheet and brush the top and sides with the mustard mixture.

Broil until the salmon is opaque and flakes easily, 10 to ⏱️ 12 minutes.

Meanwhile, whisk together the olive oil, vinegar, shallot, the zest and juice of 1 lemon and the remaining 1 tablespoon mustard, ½ teaspoon salt and ¼ teaspoon pepper in a medium bowl.

Add the beans, radishes, watercress, mint and 2 tablespoons chives to the bowl with the dressing and toss. Sprinkle with the goat cheese. Drizzle the salmon with the juice of the remaining lemon and sprinkle with the remaining 1 teaspoon chives. Serve the salmon with the salad.
