Preheat the oven to 325°. Line an 8-by-8-inch square baking pan with parchment paper overhanging on all sides.

For the crumb topping: Stir together the flour, brown sugar, granulated sugar, cinnamon, and salt in a medium bowl. Add the melted butter, and stir until combined. Stir in the flour, just until large clumps form. (Do not over-mix.)

For the cake: Whisk the flour, granulated sugar, baking powder, and salt in a large bowl. Whisk together the melted butter, egg, cream, and vanilla in a medium bowl. Add the butter mixture to the flour mixture, and stir just until combined.

Pour the cake batter into the prepared baking pan, and spread in an even layer. Use your fingers to break the crumb topping into various-sized pieces, and carefully sprinkle evenly over the top of the batter, covering the batter completely. Do not press the crumb topping into the batter.

Bake in the preheated oven until golden brown and a wooden pick inserted in the center of the cake comes out clean, 40 to ⏱️ 45 minutes. Let cake cool completely in the pan on a wire rack, about ⏱️ 3 hours. Remove cake from pan using the parchment overhang. Cut the cake into 6 servings, and dust with powdered sugar.
