Cook pasta in a large pot of boiling salted water until al dente. Drain, reserving ½ cup pasta water.

Meanwhile, cook bacon in a large skillet over medium heat until crisp, 8 to ⏱️ 10 minutes. Transfer to a paper-towel-lined plate. Add onion to skillet and season with salt and pepper. Cook, stirring occasionally, until almost tender, 8 to ⏱️ 10 minutes. Add carrots and garlic. Season with salt and pepper. Cook, stirring occasionally, until carrots are crisp tender, 5 to ⏱️ 6 minutes. Add peas and cream. Season with salt and pepper. Cook, stirring occasionally, until peas are tender and cream is slightly thickened, 3 to ⏱️ 5 minutes.

Add pasta to carrot mixture and cook over medium-high heat, stirring, until pasta is coated (add pasta water a few tablespoons at a time if needed to make sauce), 1 to ⏱️ 3 minutes. Stir in lemon zest and juice, tarragon, and bacon. Serve immediately.
