Melt the butter in a medium saucepan over medium heat. Add the shallot and cook until just softened but not browned, 1 to ⏱️ 2 minutes. Sprinkle in the flour and cook, stirring, until incorporated and bubbly, about ⏱️ 1 minute. Slowly stir in the half-and-half and bring to a simmer.
