Melt the butter in a medium saucepan over medium heat and cook until golden brown, 3 to ⏱️ 5 minutes. Immediately transfer to a large heatproof bowl and swirl a few times to stop the browning. Let cool to room temperature, about ⏱️ 30 minutes.

Preheat the oven to 350˚F. Coat a 9-by-13-inch baking pan with cooking spray and line with parchment paper, leaving an overhang on two sides. Coat the parchment with cooking spray. Whisk together the flour, baking powder, cinnamon, and salt in a medium bowl.

Stir the brown sugar into the cooled brown butter. Add the vanilla and eggs and stir until smooth. Stir in the flour mixture, being careful not to overmix. Stir in the coconut, oats, 1 cup of the chocolate chips, and ¾ cup of the pecans. Pour the batter into the prepared pan and smooth the top. Scatter the remaining ¼ cup chocolate chips and ¼ cup pecans over the batter.

Bake until the bars are light golden brown on top, about ⏱️ 25 minutes. Transfer to a rack and let cool to room temperature in the pan, about ⏱️ 1 hour. Use the parchment to remove the bars to a cutting board and cut into pieces.
