Start by preheating your oven to 350 degrees Fahrenheit. Spray an 8x8-inch baking dish with cooking spray.

In a large bowl, whisk the peanut butter, oil, and brown sugar until combined. Stir in milk and vanilla.

Mix in the flour, salt, and baking powder. The batter will be very thick.

Spread the batter into the baking dish. Sprinkle the peanuts and ¼ cup of chocolate chips on the top pressing them into the batter lightly.
