Heat 1 tbsp of oil over medium high heat in a large pot. Add in ground beef and cook until browned and no longer pink. Drain beef to remove excess grease.

Add the remaining 1 tbsp of oil to the pot and add in the cabbage, onion and carrots. Cook for ⏱️ 3-4 minutes or until the vegetables start to get a little tender. Add in garlic, paprika and Italian seasoning and cook for an additional minute.

Stir in bay leaves, rice, Worcestershire sauce, beef broth, roasted tomatoes and crushed tomatoes. Simmer for ⏱️ 15 minutes or until the vegetables are tender.

Remove from the heat and stir in the sugar and red wine vinegar. Discard bay leaves and season with salt and pepper to taste.Serve with fresh chopped parsley, if desired.
