Preheat oven to 425°F. Place butter in an 8-by-8-inch baking dish and melt in oven, 5 to ⏱️ 6 minutes. Stir in lemon zest and juice, and garlic. Season with salt and pepper.

Season salmon with salt and pepper and place, skin side down, on top of butter mixture. Bake until salmon is just cooked through, 7 to ⏱️ 9 minutes.
