Melt butter in a small saucepan over medium-high heat. Cook, swirling occasionally, until foam resides and butter begins to brown, 3 to ⏱️ 4 minutes.

Heat a large cast-iron skillet over high heat. Add 1 1/2 teaspoons oil. Reduce heat to medium. Working in batches, cook snap peas, in a single layer, without stirring, until blackened on one side, 3 to ⏱️ 4 minutes (add more oil for each batch as needed). Transfer to a plate and season with salt and pepper. Drizzle with brown butter and garnish with chives.
