Heat oil in a medium skillet over medium-high heat. Add scallion whites and season with salt and pepper. Cook, stirring occasionally, until soft, 2 to ⏱️ 4 minutes. Add garlic and mushrooms. Cook, stirring occasionally, just until mushrooms are softened, 6 to ⏱️ 8 minutes. Add chili powder and smoked paprika. Cook, stirring occasionally, until fragrant, 1 to ⏱️ 2 minutes.

Add black beans and green chiles. Cook, stirring occasionally, until simmering, 3 to ⏱️ 5 minutes. Season with salt and pepper. Serve topped with scallion greens.
