Make vinaigrette: Whisk together lemon zest and juice, anchovy, garlic, shallot, and mustard in a bowl. Slowly whisk in oil. Season with salt and pepper.

Make salad: Combine kale and 1/3 cup Lemon Vinaigrette in a bowl. Season with salt and pepper. Massage kale, about ⏱️ 30 seconds, then let stand until kale begins to soften, 8 to ⏱️ 10 minutes. Add Brussels sprouts and toss to combine.

Top with Parmesan, pine nuts, and beets. Serve with remaining dressing alongside.
