Make the dough: Lightly oil a large bowl. Combine milk and sugar in a separate bowl. Sprinkle yeast over milk mixture and allow to rest until foamy, 4 to ⏱️ 6 minutes. (If mixture doesn’t foam, discard and start again.) Beat yeast mixture with an electric mixer on low speed with a dough hook attachment until combined, about ⏱️ 1 minute. Slowly beat in flour, one cup at a time, until no dry flour remains, 1 to ⏱️ 2 minutes. Add butter, salt, and 1 egg. Increase mixer speed to medium, and beat until dough begins to form a ball and comes away from the edges of the bowl, 1 to ⏱️ 2 minutes. (Add more flour, 1 tablespoon at a time, if dough seems too sticky.) Transfer dough to prepared bowl. Cover with a dish towel and let stand in a warm place until doubled in size, about ⏱️ 1 hour.

Make the filling and assemble: Melt butter in a large skillet over medium heat. Add mushrooms and cabbage. Season with salt and pepper. Cook, stirring occasionally, until cabbage begins to soften, 15 to ⏱️ 20 minutes. Stir in vinegar, mashed potatoes, and dill; cool to room temperature.

Preheat oven to 375°F. Line two rimmed baking sheets with parchment paper. Transfer dough to a lightly floured work surface. Gently punch down dough. (If dough is sticky, dust generously with flour.) Using a knife or bench scraper, divide the dough into 16 equal portions. (Each should be about 1 1/2 ounces.)

Working with one piece at a time, roll dough into a 5-inch circle. Spoon about 2 1/2 tablespoons of cabbage mixture in the center. Bring edges of dough up around mixture to create a small ball; pinch edges closed and place, seam side down, on prepared baking sheet. Repeat with remaining dough and cabbage mixture, spacing about 2 inches apart. Cover buns with dish towels and let stand until buns begin to puff, about ⏱️ 30 minutes.

Whisk together 1 tablespoon water and remaining egg in a bowl. Brush tops of buns with egg wash, then sprinkle with salt. Bake, rotating pans halfway through, until golden brown, 23 to ⏱️ 25 minutes. Transfer to a wire rack. Serve warm with sour cream alongside.
